The collection relates to Shepherd's activities in Spain while collecting data for his (1907). Much of the same material was later photocopied for the Library of Congress. James Wilkinson was born in Maryland and served as an officer in the American Revolution. In 1783 he settled in Kentucky, where he engaged in politics, land speculation, and trade. In 1805 he was appointed governor of Upper Louisiana. José Moñino y Redondo, Conde de Floridablanca, was a successful criminal prosecutor who was named Spanish ambassador to Pope Clement XIV in 1772. He became chief minister of King Charles III in 1777 where he initiated reforms in bureaucracy, education, and foreign policy.
